
Criminals Infiltrated U.S. for Years Through Biden-Era Immigration Program
Violent gang members, murderers, and sex offenders infiltrated the United States during the Biden administration through a special government program created and maintained for illegal immigrants under the age of 21. The program was designed for young people who claimed their parents had abused, neglected or abandoned them, offering a pathway to residency and eventual citizenship.
Over the past ten years, more than 300,000 migrants applied for protection under the Special Immigrant Juvenile (SIJ) classification. Federal authorities have now disclosed serious national security and integrity shortcomings in this decades-old initiative. According to the U.S. Citizenship and Immigration Services (USCIS), in addition to widespread identity and age fraud, known or suspected terrorists also submitted SIJ applications.
In a recently released report, USCIS confirmed that 198,414 SIJ applications were approved over the last decade, with more than half of those applicants being over 18 years old. The vast majority – 72% – entered the United States illegally from Guatemala, El Salvador and Honduras, the so-called Northern Triangle. This region received billions of dollars in U.S. taxpayer funds under Vice President Kamala Harris’s failed Root Causes Strategy aimed at curbing illegal immigration, according to Judicial Watch.
During the period in question, the government had approved SIJ classification for more than 500 known or suspected gang members, including members of the notoriously violent Mara Salvatrucha (MS-13). Applications were also approved for members of other murder-linked gangs, such as Tren de Aragua (TdA), 18th Street, and the Sureño and Norteño gangs.

“Gang-related statistics were compiled based on manual identification, so the total number of gang members in this population is likely underestimated,”
stated the USCIS. Dozens of gang members have been federally charged with racketeering, attempting to blackmail officers, murder and attempted murder. Records indicate that nearly 19,000 SIJ applicants were arrested for crimes, and at least 120 were charged with murder. At least 200 approved SIJ applicants were convicted of sexual crimes and added to the National Sex Offender Registry.

Federal immigration authorities also noted a significant increase in SIJ applications in recent years from countries known to host or be targeted by foreign terrorist organizations (FTOs), including Tajikistan, Uzbekistan, Russia, Somalia and Afghanistan. Many of these applicants allegedly entered the U.S. without „proper vetting”.
„Federal law enforcement has determined that some SIJ applicants may pose a national security risk,” the report added.
Terrorists Enter U.S. by Claiming to Be Victims Seeking Protection
An example provided by USCIS included an 18-year-old Tajik man who crossed illegally into the U.S. in April 2023 via the San Ysidro port of entry from Mexico. He claimed abuse by both parents: that his father beat him while drunk and threw vodka bottles at him, while his mother slapped and hit him with heavy objects.
About a year later, he was arrested along with a group of Tajik nationals by the immigration an customs authority ICE for alleged ties to the Islamic State (ISIS). Federal law enforcement reported that after their entry into the U.S., plans for a terrorist attack were uncovered.
Criminals also entered through another special program that admits illegal immigrants under 18 years old and provides them with numerous taxpayer-funded benefits.
The U.S. government refers to these individuals as Unaccompanied Alien Children (UACs), and in recent years, hundreds of thousands have entered the country.
Most UACs are not children but teenagers or young adults, some with criminal backgrounds. About 72% of detained UACs are over 14, and 66% are male. Nearly half (47%) of minor migrants came from Guatemala, 32% from Honduras, 13% from El Salvador, and 8% from other countries.
A few years ago, a 17-year-old MS-13 member, who entered the U.S. as a UAC, raped and murdered a 20-year-old woman just months after being released. Years earlier, two UACs were charged with raping a 14-year-old girl in a Maryland public high school bathroom. The illegal immigrant teens were charged with first-degree rape and two counts of first-degree sexual offense. They were both ninth graders, like their victim. One was from El Salvador, the other from Guatemala. One year earlier, two 17-year-old MS-13 members from Central America, also UACs, executed a Massachusetts man by shooting him in the head shortly after arriving in the U.S.
Trump Administration Took Firm Steps to Curb Migration
During the Biden administration, there was a significant surge of migrants at the southern border. Many were granted entry on humanitarian grounds, including asylum seekers claiming (truthfully or not) that returning home would be dangerous. This included individuals granted humanitarian parole, temporary release, or immigration court summonses. The Congressional Budget Office estimated net immigration in 2023 at 3.3 million, far above historical norms, partly due to an increase in „other foreign nationals.”
By early 2025, after Donald Trump took office, the number of border crossers dropped sharply as authorities nearly halted the entry of humanitarian migrants.
Many of those who entered on humanitarian grounds are now likely to be excluded from benefits like SNAP, Medicaid, Medicare, and the Affordable Care Act due to a recently passed multi-billion-dollar budget reconciliation bill ‘the One Big Beautiful Bill” —with SNAP restrictions taking effect first.
One key tool for humanitarian migrants during the Biden years was the CBP One app, which allowed asylum seekers and other humanitarian migrants to schedule appointments at entry points. The second Trump administration discontinued the app and canceled about 30,000 existing appointments.
Trump also terminated programs like CHNV, created specifically for Cubans, Haitians, Nicaraguans, and Venezuelans.
These changes have virtually eliminated legal pathways for asylum seekers to enter the U.S. Many observers believe the asylum system had grossly exceeded the Biden administration’s intended capacity, contributing to a backlog in immigration courts and straining border operations.
The official refugee admission and resettlement program was also suspended. In January, President Trump issued an executive order suspending the USRAP.
This in essence ended decades of U.S. commitment to refugee admissions. From 1975 to 2024, the U.S. admitted an average of 73,000 refugees per year,
according to Brookings.edu. However, the administration indicated it would consider granting refugee status for white South Africans, despite the moratorium.
Illegal border crossings—“unvetted entries”—are hard to quantify, but are believed to have declined in 2025. Due to long-standing staffing issues, expanding Border Patrol capacity is difficult, so nearly 7,000 active duty troops and National Guard personnel have been deployed to reinforce the southern border.
A Warning to Europe
President Donald Trump reaffirmed his commitment to reducing immigration and warned Europe of its dangers. During a press conference with the British Prime Minister, he said:
“Europe is a very different place than it was five years ago, and it needs to get its act together. If you don’t, you won’t have a Europe anymore. And that cannot happen. You can’t ruin it,”
