The German government is using public funds to support NGOs that advocate for abortion and LGBTQ organisations.
The government is allocating millions to organisations that specifically aim to promote abortion and make it widely and easily accessible. Additionally, they are providing millions of euros to NGOs that represent the LGBTQ community's perspective on an international scale and advocate for their rights.
The German federal government claims that it does not support abortion and instead emphasizes fetal protection. However, it has been revealed that the government is funneling millions into organizations that explicitly aim to support abortion and make it as widely accessible as possible. This information comes from a response to a question posed by Beatrix von Storch, a federal parliamentary representative from the Alternative for Germany (AfD), as cited by Junge Freiheit.
An article detailing the response to the politician reveals that the International Planned Parenthood Federation (IPPF)—an NGO whose mission is to „promote sexual and reproductive health and support individuals’ rights to make their own decisions regarding family planning”—has received a total of €63 million from the German federal budget since 2022.
According to the German government, these payments are part of the annual contributions from the Federal Ministry for Economic Cooperation and Development. Specifically, €17 million was allocated in 2022, with €15.5 million earmarked for both 2023 and 2024, and €15 million for the current year. The response indicates that the use of these funds is not earmarked for specific purposes.
At the same time, the federal government acknowledges that the IPPF has transferred funds to its Chinese affiliate, the China Family Planning Association, amounting to a total of $872,000 in support since 2022. The government stresses that it rejects forced abortions and sterilizations as human rights violations and refers to the IPPF’s internal safeguarding standards. However, it admits that it does not conduct its own systematic checks on the political positions or activities of the organizations it supports.

The German government also provides support to foreign LGBTQ organizations
In addition to the IPPF, the federal government supports other organizations in the fields of „reproductive health” and sexual self-determination. This includes MSI Reproductive Choices, formerly known as Marie Stopes International, which focuses on abortion services. According to government data, over €14 million has been allocated to the organization’s projects between 2021 and 2025, including initiatives in Yemen and Nigeria.
The Population Council also receives funding from the German government: since 2023, several funding measures have been implemented, including support for projects in India and nationwide initiatives. The largest allocation is a €10 million program running from 2023 to 2028. Additional payments have been made for various thematic workshops, nutrition programs, and regional projects in Africa.
Furthermore, the German government supports the Hirschfeld-Eddy Foundation in the area of international LGBTQ policy. Between 2020 and 2024, the total amount of funding was approximately €950,000, with further payments planned for 2025 and 2026, capped at €200,000 per year.
The federal government rejects accusations that it finances organizations advocating for abortion. They assert that they distinguish between supporting „reproductive health” and endorsing the right to abortion as codified in international law, which they claim does not exist. They also stated that they do not systematically record or evaluate the political positions of the organizations they support.
Beatrix von Storch, the AfD federal parliamentary representative, has criticized this practice.
„The federal government is not telling the truth when it claims that it does not support NGOs that advocate for abortion worldwide,” she stated to Junge Freiheit.
According to its own charter, the International Planned Parenthood Federation supports the alleged right to abortion globally, while the federal government has been funding the organization with millions of euros for years.
The German government has faced criticism over the lack of transparency regarding these funds. Information about payments made to NGOs that represent gender and LGBTQ positions internationally is classified as „for internal use only.”
„This means that the public, namely our citizens, are unaware of the millions that are being allocated from their tax euros to woke NGOs,” von Storch said.
